A área na qual está situada a Praça XV foi movimentada desde os primórdios da ocupação da costa fluminense e foi para organizar o trânsito e venda de produtos que na segunda metade do século XIX foi planejado o Mercado Municipal do Rio de Janeiro. O projeto se arrastaria por décadas e só seria concretizado nos anos iniciais da república. Um dos símbolos da capital do Brasil e da era Passos, o antigo Mercado Municipal do Rio de Janeiro representava a revitalização da Praça XV que necessitava uma remodelagem ao gosto do novo grupo governante. Este se baseava no modelo europeu, sobretudo parisiense, no qual a construção do mercado foi feita. As peças do mercado vieram da Bélgica e quando pronto seria além de uma das atrações do Rio, um dos mercados mais diversificados e movimentados. Mas a vida útil do belo mercado foi curta, pois no final dos anos 1950 o mesmo teria seu fim para a construção da Perimetral. Atualmente só resta um torreão do mercado, onde desde 1933 funciona o Restaurante Albamar, famoso na época por acolher a elite carioca, dizem que JK tinha mesa cativa no restaurante. A partir da década de 1980, a região assim como restaurante, entraram eu um período de recessão, mas o último ainda continua a servir seus clientes com muito requinte. A torre do Albamar continua a resistir, como um último remanescente da era dourada da Praça XV.
