Don't Look Down...

We visited Niagara in the low season so entry to the Observation Tower was free, I think it normally only costs a dollar...well worth it. It provides jaw-dropping views of all three of the falls, although the most impressive is the American Falls by far. I would actually recommend seeing the falls in winter, the river is frozen and the spray from the falls creates massive mounds of snow hundreds of feet high, it's rather spectacular. The tower is perched high above the Niagara River so those with a fear of heights should stay away form the edge.
