If you want to visit the Cali on a budget, I'd recommend Hostal El Viajero in the downtown area. It has comfortable individual rooms that are clean and quiet. A buffet breakfast of fruit, toast, eggs, and the like was also included in the bill. The staff was very friendly and speak good English in the case that you don't speak Spanish.
