Por ubicarse justamente bajando hacia el puerto, este barrio fue durante años llegadero de forasteros que pedían juerga al pisar tierra. La ciudad creció y las noches sin fin de El Bajo se perdieron, pero quedaron sus alucinantes edificaciones.
