Le palais municipal était avant un temple romain, le temple de Diane, qui très tôt a commencé à être le lieu des archives de la ville, et le siège des institutions municipales. Il est témoin de la continuité de la vie municipale dans le Forum Romain, durant l'époque consécutive à la chute de la république romaine. Le palais municipal est un grand mélange architectonique, il y a des détails antique, romain, gothique, renaissance, baroque et contemporain. Dans chaque paroi, tu peux voir des morceaux de l'histoire de Pula. C'était toujours le siège de la ville, que ce soit pendant l'empire romain, la république de Venise, et maintenant avec la république croate, il n'a pas changé de lieu. La façade principale du palais municipal est de style gothique, construite à la fin du XIIIe siècle, elle est une preuve de la richesse de la ville. Autrefois, c'était un port important dans la mer Adriatique, et son siège municipal devait être témoin de son pouvoir. La ville était alors indépendante, et le palais reflète les ambitions des familles riches de Pula. Il a fini d'être construit en 1296, mais tout en conservant des parties d'édifices plus antiques.
