Sucre, the legal capital of Bolivia is a small city, plain and more livable than La Paz, which is always chaotic, steep and at high altitude. Sucre's colonial buildings are well maintained and it is chosen by many foreigners as a place to study Spanish. The Café Quito is located in the same building as a school of Spanish, Enforex, and thus its atmosphere is multinational. The milk shakes are great, the food very good, and usually they have nightly musical performances.
