MELITHA BLASCO
A National Historical Monument
The city council of Montevideo is located in the old city, and has been declared a National Historic Landmark. It is the work of Don Tomás Toribio, Spanish by birth, who drew up the plans and budgets, which were approved by the Royal Audiencia in 1804.
